Television Network and INTELECOM Partner to Meet the
Needs of the Blind and Visually-Impaired
INTELECOM
and the Narrative Television Network (NTN)
have reached an agreement to create audio-described
versions of more than 200 INTELECOM course videos
for the blind and visually-impaired.
Since 1988, NTN has been a leader in making television
programming and movies accessible to more than 13
million blind and visually impaired people and their
families by unobtrusively adding the voice of a narrator
to the existing programming sound track without interfering
with any of the original audio or video.

Key
Higher Education Act Amendments Strike Both 50% Rules
in Their Entirety
Effective July
1, 2006 there will no longer be any limitation on
the number of online courses versus conventional instruction,
nor any limit, for those institutions subject to the
second 50% rule, to the number of students who can
be enrolled in such programs. The primary impact is
that colleges' with more than 50% of their enrollment
in distance education classes are now eligible to
receive financial aid.
