The purpose of the English Literacy and Civics Education (EL/Civics
Education) program is to support projects that demonstrate effective
practices in providing, and increasing access to, English literacy
programs linked to civics education. Grant recipients can apply
EL/Civics grant awards towards the purchase of On Common Ground
course materials.
Anywhere, Anytime Learning (http://www.anywhereanytimeabe.org) The Massachusetts ABE Distance Learning Project is a statewide
partnership formed to develop. test and document the use of telecommunications
technology to deliver basic education to adults.
U.S. Citizenship and Immigration Services (http://uscis.gov/graphics/index.htm)
A major funding and development partner on the On Common Ground Project,
the U.S.
Immigration and Naturalization Service (INS) is responsible for
enforcing the laws regulating the admission of foreign-born persons
(i.e., aliens) to the United States and for administering various
immigration benefits, including the naturalization of qualified
applicants for U.S. citizenship.

A nonprofit, nonpartisan educational corporation dedicated to fostering
the development of informed, responsible participation in civic
life by citizens committed to values and principles fundamental
to American constitutional democracy. Roy Erickson, Director of
Justice Education Programs for the Center for Civic Education, was
a content specialist on the On Common Ground project.

policymakers, civic-minded journalists, and non-governmental organizations
(NGOs) promoting civic education all over the world.
National Council for Social Studies (http://www.ncss.org)
Founded in 1921, National Council for the Social Studies has grown
to be the largest association in the country devoted solely to social
studies education. On Common Ground is an ideal tool for teaching
civics and government at grade levels grades 8-12.

The purpose of the National Immigration Forum is to embrace and
uphold America's tradition as a nation of immigrants. The Forum
advocates and builds public support for public policies that welcome
immigrants and refugees and that are fair and supportive to newcomers
in our country.

Developed
by the State of Oregon for their EL Civics program, this website
offers individual lessons that include a narrative of the class
instruction, as well as any teacher prepared materials and/or other
forms used to enhance or expand the learning. All lessons
have been prepared and utilized by instructors in the state of
Oregon,
who have generously given their full consent and authorization
for use or reproduction.
